Director of Investment and Cash Manager
 
Purpose of Job
 
The Director of Investment and Cash Management oversees management of the investment portfolio of liquid and long-term assets and all cash/banking activity for the City. Member of the management team for the Treasury Office and participates in establishing and implementing major goals and objectives for the division. Primary responsibilities include investment portfolio management, daily liquidity positioning, and forecasting, cash management, daily monitoring of the City’s bank cash flows, financial reporting and accounting. 
 
Essential Duties and Responsibilities
 
The following duties are normal for this job.  These are not exclusive or all-inclusive.  Other duties may be required and assigned.
 
Portfolio Management:
 
Identify, Evaluate, and Execute Investment Opportunities
Manage Liquidity Position of Investment Portfolio to Provide Sufficient Cash Flows to Meet Requirements
Conducts financial research, monitors financial conditions, and prepares reports and investment recommendations
Execute sound, safe, and productive investment management strategies
Monitors and analyzes economic trends and forecasts the direction of the economy and its impact on the City’s investments
Monitors rates and analyzes the impact of changes on deposit accounts
Ensure Compliance with State of Georgia statutes and COA Investment Policies
Monitor Security Ratings (particularly CP and Money Markets when applicable)
Ensure Investment Policies are updated and presented to Chief Treasurer, CFO, and City Council annually
Interact with internal departments to gain understanding of liquidity needs
Proficiently transfer funds between different cash accounts
Maintain broker/dealer relationships and perform a RFQ annually
Maintain records per records retention schedule and purge quarterly

Cash Management:
Monitor and project the City’s daily bank cash flows to ensure maximum investment opportunities
Monitor daily collateral levels
Monitor/oversee fraudulent banking activity and ensure follow-up to avoid any loss
Serve as City SPOC for the depository contract (RFP, contract addendums/extensions, fees paid)
Serve as City SPOC for the merchant processing contract (RFP, addendums/extensions, fees paid)
Review Merchant Invoices and monitor charges
Execute wire and ACH payments (Non-AP related)
Monitor/oversee the compilation/distribution of City-wide merchant accounts information
Maintain records per records retention schedule and purge quarterly

Reporting & Other:
Provides extensive standard and custom reporting of accounts and their respective balances
Compile Investment Annual/Quarterly Report to Senior Management and Respond to Public Requests for Information
Monitor All Funds Investment Interest Income
Ensure SymPro are accurately updated daily for investment transactions
Reconciliation of all investment accounts monthly
Oversee investment revenue and accruals and monthly information distribution (investment accruals, interest income, purchased interest, gains or losses, money market funds, amortization and bank fees)
Develop and maintain professional relationships with those in similar positions in surrounding local government areas
 
Audit:  See that assigned CAFR footnotes and schedules are accurately prepared and submitted, and cooperation with external audit’s testwork/confirmations is completed timely and accurately
 
Maintain records per records retention schedule and purge quarterly

Attendance at FEC Pre-Briefings, FEC Meetings, and Full Council Meetings, as needed

System Implementation and Upgrades
 
Knowledge, Skills & Abilities

Municipal government and financial institution experience a plus
Strong Microsoft Office experience (Excel and PowerPoint) including V Look Up, Pivot Tables, Sum IF statements, Macros
Experience with Hyperion and Oracle
Previous experience performing financial analysis and use of financial models preferred
Demonstrated understanding of financial markets and processes
Ability to understand, communicate and explain variance drivers
Ability to link financial results to key economic and operational drivers

Cash Management Individual Performance Measures
Monthly average collected balance equal or less than $25 Million
Average Banking Fee deviation to budget is less than or equal to 5%
 
Reporting & Other Individual Performance Measures
Avoidance of errors and disruption to daily treasury activity
 
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s degree in Finance or Economics
Five years of investment and cash management professional experience
Five years of supervisory experience
Five years of experience working in MS Office Suite


Preferred Education & Experience:
Master's degree in Finance, Economics (equivalent professional experience may be considered for substitution for the master’s degree on an exception basis)
Chartered Financial Analyst Certification
CTP Certification
Ten years of investment and cash management professional experience
Municipal finance, government, or banking experience preferred
